Regulation 18 Preferred Options Consultation 31st October - 15th December 2025

The Council originally began on the Local Plan review in late 2021 and the Council began with its first "call for sites" exercise in early 2022. Following this the Council had its first "issues and options" consultation between October 2022 and February 2023. The Council considered the feedback from this, then undertook a development options consultation in early 2024. The Council conducted its first Preferred Options (Regulation 18) Consultation from May to July 2024.

In September 2024, work on the Breckland Local Plan was paused, in response to the Government's consultation on proposed revisions to the National Planning Policy Framework (NPPF). In December 2024 the Government published their revised National Planning Policy Framework (NPPF) which included mandatory housing targets which increased the housing requirement for Breckland by 44%. Following this, there was need to revise the Draft Plan by going back to the Regulation 18 Draft Local Plan stage, to account for this increase in housing numbers.

The Council is now conducting its second Preferred Options (Regulation 18) Consultation from the 31st October 2025 to the 15th December 2025. Please see "Phase 2" on the timeline above to have your say on the Draft Breckland Local Plan.
